Yes — this is required by Texas law and Fort Bend County building code. Pool barrier gates must be self-closing (spring-loaded or gravity-fed to automatically close after use), self-latching (latch must engage without human assistance), and the latch must be on the pool side of the gate at least 54 inches above grade, or on either side if it's 3 inches below the top of the gate.
